Well, the following directory will provide you with information on all of your main options.
Besides, there are no standalone Shih Tzu rescues in the state.
So it may take a while to find the dog you are looking for.
Nevertheless, these are the rescues to contact; not only are they reputable but they have been known to have Shih Tzus in their care from time to time.
So, without further ado, onto the rescue list!
Wet Nose Rescue
Wet Nose Rescue is based in the Southampton/Philadelphia area of PA.
Licensed by the state, this volunteer ran non-profit provides care for dogs of all breeds, including Shih Tzus from time to time.

Because You Care
Because You Care is a nonprofit animal rescue organization situated in Erie, PA.
They take in abandoned, abused, or unwanted dogs and help restore them back to full health.
This organization uses a trusted network of families to look after each dog until they become available for adoption.

Animal Rescue League of Berks County
The Animal Rescue League of Berks County is a nonprofit based in Reading, PA. They take on around 5,000 animals per year and have been doing so for almost 70 years.

Animal Friends Rescue
Mainly serving the Pittsburgh and surrounding areas, Animal Friends Rescue has been providing animal welfare services for over 75 years.
All dogs are given a medical evaluation, provided with all relevant vaccinations, spayed/neutered, and are microchipped prior to being put up for adoption.

Street Tails Animal Rescue
Street Tails Animal Rescue (STAR) is located in Philadelphia, PA. It has been running for over 20 years and they have been known to have Shih Tzus from time to time.

Finally
It may take you a while to find a Shih Tzu in Pennslyvania.
Unless you are willing, or able to travel out of state, you will need to be a little patient.
As there are no dedicated Shih Tzu rescues here, it does mean you will need to inquire and remain in close contact with the rescues above.
Register your interest and keep an eye on their adoption pages.
If you are lucky, then they may even have one at the time of your search.
