Toledo Animal Rescue is a 501(c)(3) nonprofit organization that rescues and rehabilitates dogs and cats; regardless of their breed.
So, you may not find a pug at the time of your search, but they have been known to have this breed from time to time.
And they’re worth contacting.
Toledo is one of the most highly-recognized and well-respected animal adoption agencies that serve Toledo and the surrounding Ohio state.

Cincinnati Animal CARE
Based out of Cincinnati, Cincinnati Animal CARE strives to reunite lost companion pets, help reduce the stray population, offer opportunities for adoption and provide information and programs for responsible pet ownership.
Again, this is a non-breed specific shelter, although they do have pugs available for adoption at times throughout the year.

Cleveland Animal Protective League
Cleveland Animal Protective League is a 501(c)(3) non-profit that provides animal shelter, services, and programs – all of which are made possible through fundraising, donations, volunteer support, and service fees.
They have been rehoming animals since 1913, and are a trusted rescue in the Cleveland community.
They may have the pug you are looking for.

Although, as the only breed-specific pug rescue in the state (and as the name suggests), the Ohio Pug Rescue Inc. should be your priority contact.
Other than that, or if they do not quite have the dog for you at this precise moment in time, do try the other rescues here on this list.
They are some of the most established and respected that serve the Ohio state and have been known to have pugs available.
